Setup DotCloud on Windows

I’ve been experimenting with DotCloud, a platform as a service (PaaS) provider, and needed some help getting the client setup on my Windows box. I’m trying out this recipe in the hopes that I’ll be able to work on my DotCloud instances from my Windows box.
